 question about converting avchd file

I am researching purchasing a Canon HF-200 camera.The telecamera seems like good and simple to make use. But ,i viewed several problems on the difficulty in transfering and compiling the video file of AVCHD with it.
As a result,i am thinking about if there are a software that will convert and edit files of AVCHD. I heard avchd converter is able to do these, am I all right?
Also my laptop has Windows vista with dual-core and 2GB ram.Please suggest some programmes which my computer is sufficient to run it.
